Deskripsi pekerjaan
At the World Bank, a member of the World Bank Group (WBG), you’ll join a diverse, global community working across cultures, disciplines, and borders to address the world’s most pressing development challenges. With 1.2 billion young people reaching working age in the decade ahead, the challenge of job creation has never been greater. Through partnerships across 145 countries and more than 182 offices worldwide, we work with governments, private sector, development partners and other stakeholders to invest in people, strengthen markets, and deliver scalable, data-driven solutions that generate more and better jobs and improve lives.
For more information, visit The World Bank’s institutional mandate is to end extreme poverty by 2030 and promote shared prosperity. Progress made towards achieving these twin goals is jeopardized by the limited capacity and preparedness of national health systems, threatening the continuity of essential health services, particularly for women, children, and adolescents.
The urgency for this work was demonstrated by the COVID-19 pandemic, which deepened inequalities. The World Bank’s Health, Nutrition and Population Global Practice (HNP GP) therefore supports countries to provide and ensure quality, affordable health services to everyone —regardless of their ability to pay — by strengthening primary health care systems and reducing the financial risks associated with ill health and increasing equity.
This is centered around a commitment to helping governments achieve universal health coverage (UHC) by 2030 and the delivery of quality health services to 1.5 billion people by that same year, which has the potential to transform the health and well-being of individuals and societies. The vision of UHC is that all people can obtain the quality health services they need without suffering financial hardship.
UHC also allows countries to make the most of their strongest asset: human capital. The East Asia and the Pacific (EAP) regional portfolio has grown considerably in recent years, and there is a pressing need for operational support for ongoing World Bank projects, as well as for the analytical work that is a critical part of the technical assistance provided by the World Bank to client countries in supporting the ambitious health sector reforms currently ongoing in EAP.
The region shows (i) a high diversity in health sector and outcomes compared to other regions and among countries; (ii) an unfinished agenda on communicable diseases and the world’s highest rates of stunting; (iii) rapidly growing and poorly managed burden of non-communicable diseases combined with aging; and (iv) mixed progress on health financing reforms and transitions.
Several innovative operations and analytical engagements have been undertaken in recent years and are currently under preparation, which require hands-on support on health service delivery improvements, as well as operational support on project management, procurement, and contract management, in addition to analytical planning and execution capacity in support of these operations.
The EAP HNP team has therefore decided to recruit an Extended-Term Consultant (ETC) – Operations Specialist (Health) for an initial 2-year period, to support these efforts. The ETC is to be based in the World Bank’s Jakarta office, in light of the size and growth of this portfolio, though a regional role is expected. The specific duties expected are outlined below.
Ongoing Operational and Analytical Programs: The Operations Specialist (Health) will provide operational, strategic, and portfolio management support to HNP teams and government counterparts to promote effective project implementation, portfolio performance, and high-quality client engagement. Specifically, the Operations Specialist (Health) - ETC will provide implementation support to the ongoing portfolio as well as pipeline operations, focused on: • Supporting Indonesia Health sector operational teams in the preparation and implementation cycle of World Bank operations, focused on ensuring alignment with corporate regulations (including procurement and financial management regulations, as well as Environmental and Social, gender, climate, and citizen engagement regulations, guidelines and targets), and supporting the preparation of quality operational documentation for internal reporting.
This includes, among others, the design and monitoring results frameworks, Aide Memoires, Management Letters, Implementation Status and Results Reports, and any preparation documentation including Concept, Appraisal, Decision, and Negotiation packages. • As needed, provide hands-on support to clients in guiding the preparation of client documentation from a technical-operational perspective, including Project Operations Manuals, Annual Workplans and Budgets, Procurement Plans and Strategies for Development, and financial reporting.
• Perform quality assurance and reviews on the above internal and client-facing documentation, as well as documentation received from clients. • Provide support to teams on critical implementation activities related to procurement processes, including bid evaluation report reviews, and contract management and monitoring. • Perform the above tasks with a focus on strengthening health service delivery in light of the World Banks’ “1.5 billion people receiving quality health services” target by 2030.
• Provide support to analytical programs with a focus on supporting data collection and analytics focused on health service delivery strengthening. • Contributions to other tasks related to Indonesia HNP projects and programs are possible on an as-needs basis, that may arise from time to time in support of the EAP broader portfolio. ETC will also take an active role in program activities, including technical assistance to government counterparts.
